Subdivision platting: the process and the plat

Dividing land creates new parcels that must survive for centuries. How a subdivision moves from concept to recorded plat, and what the plat must carry.

Subdivision is the division of a tract of land into smaller parcels, together with the streets, easements and public dedications that make those parcels usable. The plat is the drawing that records the result, and once it is recorded it becomes the origin document for every lot on it. The lines it creates will be retraced by surveyors for as long as the parcels exist.

That permanence is what distinguishes platting from other survey work. A topographic survey goes stale in a season. A subdivision plat is the senior evidence for a boundary a hundred years from now, and the surveyor who prepares it is writing for a reader who is not yet born and who will have nothing but the plat, the monuments, and whatever the ground still shows.

The sequence, in general terms

Procedures vary considerably between jurisdictions, and any specific requirement must be checked against the local subdivision ordinance and the state board's rules. The general shape of the process, however, is broadly consistent.

  1. Boundary determination of the parent tract. Nothing can be laid out until the exterior is resolved, because a subdivision cannot convey land the parent tract does not own.
  2. Base mapping: topography, existing utilities, drainage features, wetlands, floodplain limits, easements of record, and the connections to existing streets.
  3. Concept or sketch plan, tested against zoning: permitted density, minimum lot size and width, setbacks, open space requirements, and street standards.
  4. Preliminary plat submission and agency review, which typically draws comments from planning, engineering, fire, health and utility departments in parallel.
  5. Construction plans and, in most jurisdictions, construction of the improvements or the posting of a bond guaranteeing them.
  6. Final plat: the survey completed, monuments set or bonded, certificates and dedications executed, and the plat recorded in the public records.

The design constraint is usually arithmetic and unforgiving. A twenty-acre gross tract that gives up 4.5 acres to street right-of-way and 2.0 acres to required open space leaves 13.5 acres, or 588,060 square feet, of net lot area. Against a 9,000 square foot minimum lot size that supports 65 lots at most, before any allowance for irregular geometry, and the real number is always lower.

What the plat must carry

The list below is generic. Every jurisdiction adds its own requirements, and those are the ones that get a plat rejected at the counter.

  • Complete boundary of the subdivided tract, with bearings and distances that mathematically close, and a clearly stated basis of bearings.
  • Each lot fully dimensioned and uniquely numbered, with its area, and with curve data where lot lines follow curves.
  • Streets with names, widths and centerline geometry, and an unambiguous statement of what is being dedicated to the public and what is not.
  • All easements: drainage, utility, access, conservation, and any private easements the plat creates, each with width and purpose stated.
  • Monuments found and monuments set, distinguished, with type and size, at the exterior corners and at the lot corners as the local rules require.
  • Tie to the established control framework, and to a recognised coordinate system where required, so the plat can be related to the wider survey record.
  • Certificates: the surveyor's certification and seal, the owner's dedication, and the approvals of the reviewing bodies.
  • Restrictions and notes that run with the land, including building setback lines, floodplain limits, and access limitations.

Monumentation is the durable part

The plat is paper; the monuments are the survey. A future retracement surveyor will hold the original monuments over the platted dimensions where the two disagree, on the reasoning that the monuments are what the original surveyor actually established and what the purchasers relied on. That principle is why the quality of monumentation matters more than an extra decimal on the dimensions.

  • Set durable monuments: rebar with an identifying cap, iron pipe, or concrete monuments at controlling corners, sized so they survive landscaping and utility work.
  • Identify them. A cap bearing the surveyor's licence number tells the next surveyor who set it and lets them find the record.
  • Reference monuments that are likely to be destroyed, so their position can be re-established from witnesses set out of harm's way.
  • Where local rules allow monuments to be set after construction under a bond, track that obligation, because unset monuments are a common and avoidable defect.
  • Record what was set, in the plat and in any filed survey record, in enough detail that recovery is possible without the original field notes.

Working with the review process

Platting is an administrative process with a survey inside it, and the administrative side consumes most of the calendar. Reviews run in cycles, and a comment that could have been anticipated costs a full cycle to resolve. The most productive habits are to obtain the jurisdiction's checklist before drafting rather than after, to hold a pre-application meeting where one is offered, and to submit a complete package, since incomplete submissions are frequently returned without substantive review.

It also helps to remember who reads the final document. The reviewer reads it once. The title examiner, the closing attorney, the utility locator and the retracement surveyor read it for decades. Clarity written for that second audience is what makes a good plat.

Questions

What is the difference between a preliminary plat and a final plat?

The preliminary plat establishes the layout and secures conditional approval; it is a design document. The final plat is the surveyed, monumented, certified instrument that is recorded and that creates the legal parcels. Only the final plat conveys anything.

Can I divide my land without platting it?

Many jurisdictions provide a simplified procedure for a small number of parcels, often called a minor subdivision or a lot split, and some exempt divisions above a certain size. The thresholds and exemptions vary widely, so check the local ordinance before assuming.

Why do lot areas on the plat differ slightly from what I compute?

Usually rounding. Areas are computed from unrounded coordinates and then displayed to a limited number of digits, so recomputing from the rounded dimensions on the face of the plat gives a marginally different figure. A large difference is worth querying with the surveyor.

Who owns the streets after recording?

It depends on the dedication language and on local law. A dedication may transfer fee ownership, or grant only an easement for public use with fee remaining in the abutting owners. This is precisely why the dedication wording on the plat has to be unambiguous.
